Well, the first one is onboard video, so it's not a vid card. In which case, its performance is variable, since a lot depends on the speed of the system RAM and how much of that is allocated to the onboard video.
In terms of cap bits, the first one is better. And at full optimization, it would technically perform better because it forces a certain platform level. If you have a system with the Radeon Xpress 200 onboard video and you have a choice of installing a Radeon 9250 vid card, I'd say keep the onboard video.
