I would start with running diagnostics on the HDD. If all is good then make sure your Bios settings are right. You might want to just go back to the default settings and go from there.
i got my old pc parts and put them alltogether they are
AMD 2200+ xp
abit NF7
512mb ddr400
ATI 128mb 9500 agp (i think)
when i start it up on the first screen it takes ages saying "detecting IDE drives" once it finds them it says your "cpu is unworkable or has been changed go to soft menu and config" i do this and find it then i restart and it does the same again so in the ned i just press F1 to continue when it eventually gets past that screen the windows install thing (the black and blue one its a formated HD) loads and after about 2 mins a big blue screen comes up saying error with lots of writing

Golden Rule: Those with the gold make the rules.
What OS are you trying to install?
Start by clearing the CMOS, then try running the HD diagnostics as suggested. Also, check your Windows install CD for scratches. Do you get any errors when the files are being copied?
Can you please post the exact error you are receiving when attempting to boot?
