fix folder picture in a shared folder across network

    Hi guys,
I have a shared folder which contains many folders for many users on
my network and to make users folders recognisable we chose to fix a
folder picture of every folder with the picture of the folder owner.
The problem is that those folders never have a constant folder picture
on all of my network computers as the picture always changes for some
reason, I've tried to set permissions on thumb.db file and also tried
fiddling with desktop.ini file but no use. Any ideas would be much
    appreciated. Thanks.

I'm surprised that any network PCs can see customised folder icons/pictures on a "foreign" computer without actually viewing the desktop itself. Or have I misunderstood something?

NO your right Paul its just that I have those picture in a mounted network drive which is available to all users. Anyways what I've found so far is that I can place the desired picture and have it renamed to "folder.jpg" and it would show as a folder picture just fine regardless of all the other pictures or thumb.db in the same folder. What I am trying to do now is to prevent users from changing the picture using "customize this folder" option. I found a registry key to hide the customization tab from folder properties but I need to apply it to all users through a group policy and I am working on knowing how now.
