help troubleshooting browser problems

I recently switched my internet from tesco value broadband (yup ) to plusnet 8Mb/ 10GB useage. I have been using a download monitor to see how much of my download limit I use, although this isn't terribly accurate because we also have another computer in our household which sees some light internet useage as well. When i first switched my account over i went from getting 0.5Mb to about 6Mb, and everything worked fine. Recently I have found that my download speed has dropped to 2.9Mb and when i do an image search, (any search engine on any browser), the image previews won't load even though when i click on them the full size versions load fine. I have used 91% of my download limit according to the monitor so coupled with the other PC it is possible that i have exceeded the 10GB limit. Does this sound like the kind of thing that could happen? I know that your speed can be reduced if you go over but it isn't that low, and why would only image searches be affected? I have experienced a similar problem in the past where some of the images wouldn't load, but restarting my router or leaving it a few hours would invariably fix it. This no longer works. Any ideas?
