Question Toshiba 410CDT

I recently aquired a used Toshiba 410CDT, however it has developed what i think is a power problem. Initially, everytime a little additional power was needed (i.e. cd-rom or floppy drive usage) the pc would shut off. It has gotten prgressively worse, to the point that it won't even boot up without closing the cover so as not to need the additional power neccessary for the display. Once fully booted, the pc can be opened up, however, if i try and open up any programs, it will likely die. The battery charge shows 100% and the problem persists even if the battery is completely removed. Any ideas??
