Just a suggestion. Right click on an open area on the desktop, click Properties, and in the Wallpaper box, select "None" and click the Apply button. Then click the Appearance tab and in the Scheme box, scroll down to "Windows standard", highlight it with the mouse cursor, click the Apply button, then click OK. This will at least give you the simplest layout and color scheme. If the "bar" is still present, I'd suspect problems with the screen electronics.
