504 Errors

Hi:

It is my understanding that if you get error "504 Gateway Timeout" it is caused by a downstream server not getting a response from an upstream server.

Could this be a problem at the ISP or can it also be a configuration problem with a modem? Is this the same as error "504 Connection Timeout?"
