Memory
The first and major difference between the two cards is the VRAM. The B580 has 12GB GDDR6 memory, while the RX 7600 has 8GB GDDR6 memory. This automatically puts the odds in the B580's favor as more VRAM means more graphics data can be loaded and processed at a time, resulting in better performance.
8 GB VRAM is slowly becoming unfavorable amongst gamers as the graphical fidelity of modern games is increasing exponentially and requires more memory to handle it. However, the RX 7600 XT has 16GB of GDDR6 VRAM, so that is an option if you're looking for more capacity, but it costs more than the Intel Arc B580.
Bandwidth
The Intel Arc B580 has a 456 GB/s bandwidth, while the RX 7600 has a 288 GB/s bandwidth. This is a difference of 168 GB/s, which means the B580 should have a better performance than the RX 7600, as more data can flow to and from the GPU for processing.
That being said, we've reviewed the RX 7600 XT, which has the same bandwidth as the RX 7600 but with more VRAM. It managed 67 FPS in Assassin's Creed Mirage, 158 FPS in Doom Eternal, and 53 FPS in Cyberpunk 2077 at 1440p. On the other hand, according to the performance graph of the B580, it managed 71, 188, and 63 FPS in the same titles at 2K, which is a significant performance difference.
So, more bandwidth does make a difference, and the B580 seems to be the better of the two, especially considering it has better results than the RX 7600 XT.
Power consumption
Better performance and hardware mean more power consumption, and the B580 has a 190W TDP, while the RX 7600 has a 165W TDP. However, given the speculated performance difference between the two, the B580's TDP seems justified and is only 25W higher than Team Red's entry-level GPU.
That being said, if you were to overclock the GPU, its power draw would increase, resulting in more heat and better performance. So, AMD recommends a 550W PSU for the RX 7600, and the same should be fine for the B580 or a 650W PSU for more overhead.

The RX 7600 has a $269 MSRP, while the B580 has a $250 price tag. So, with a price difference of only $19 and a much better performance at 1440p, the Intel Arc B580 should become a top choice for those looking to game at 2K on a budget.
Aggressive pricing is always great for the consumer base, and now AMD and Nvidia will have to rethink their strategies if they want to target the budget and mid-range GPU market segment, as Intel is offering better alternatives.
