Let's get straight to it, here are some troubleshooting and quick fixes you can perform until a hotfix, most likely iOS 15.0.1, is released:
Turn Bluetooth off And On
Sometimes, this is enough to fix any connectivity issues and will refresh the Bluetooth signal.
Turn Airplane Mode Off And On
Airplane mode cuts off connectivity to and from your iPhone, it's certainly worth a shot when experiencing iOS 15 Bluetooth Issues.
Forget Device
Try forgetting the Bluetooth device you're trying to reconnect to and set up a fresh connection. This can be inside your iPhone's Bluetooth settings by navigating to Settings > Bluetooth> Information icon next to the device in question.
Update (When Available)
Go to Settings > General > Software Update to check for any available updates for iOS 15
Restore As New iPhone
This should be a last resort, but if you upgraded to iOS 15 whilst keeping your existing settings and data, this may have conflicted with iOS 15 in some way. Follow this guide to have a fresh start with iOS 15, but backup your information on iCloud or equivalent first.
