Restriction in Windows XP

I got a restriction message told that:
"The operation has ben cancelled due to restrictions in effect on this computer. Please contact your system administrator."
Please someone help me to get out of this problem. ASAP

Describe the program, were you in the middle of installing the program?
What security programs are you using on the PC?
What operating system are you using? XP Home or Pro?
Were you running as a Power User/Administrator/User/Guest? (pick one)
As you can see we need some additional information.

Also are you a part of a domain, where there is a system administrator? Or are you on a stand alone PC and are in effect the system administrator?
