When it comes to laptops Intel can't be beat at this time. The overall platform is just better. Perhaps AMD will have more of an offering in this area in the future since they have bought ATI, whom makes chipsets. Not to mention they are due to release their x2 mobile CPU's sometime soon. So there is hope.
When it comes to budget laptops and say 'Sempron vs. Celeron', well then it really doesn't matter. Not much difference I would say.

It's a decent single-core alternative to the Intel CPU's, but I'd recommend a laptop with a Centrino sticker (one of the newer designs using Core, not the older Pentium M one at the bottom). Guaranteed to be a good platform - excellent battery life, built-in Intel Wi-Fi, a mobile Intel chipset, and excellent compatibility. Core Duo or Core Solo, whatever fits your budget.
