ok is it worth getting this ZALMAN and will i notice a difference from my stock cooling i am planing on OC'ing.

The Zalman coolers tend to be heavy but really cool well.

just a note from the article:

A quick look at the game benchmarks indicates that any increase in processor cost, including money spent on cooling in the pursuit of top clock speed, would be better spent on a top graphics card. We used relatively low resolutions, and increasing quality only serves to put even more bias on graphics power. Yes, the lowly Core 2 Duo E6400 appears to be "good enough" at stock speed to match nicely with an upper-midrange graphics card.

thanks so its a good buy and it will make my case look cooler my AW9d-MAX has blue lights round it aswell my E6400 is OC'ed to nearly 2.66Ghz with stock cooling and i haven't changed the voltage will i need to at higher speeds?

The article has some parameters for what they did to test the OCing, I cannot speculate on OCing here.

i just got it today and the CPU temp seems to be the same?? whats wrong i thought it would make a difference or did i do something wrong??? oooo but it looks cool and especially at night

Core2Duo processors run cooler than you would expect with the stock HSF. They just do not generate a lot of heat like a P4 or the Athlon AMDs.
The Zalman should be more important when you push the OC.
